Since that's an EPEL beta 7 package, perhaps you should talk to Fedora EPEL about it, and submit a bugzilla there? I don't think it's fair to rely on Scientific Linux, which is primarily a rebuild of the basic RHEL, to repair failures of EPEL to work with an official RHEL release. Now, if you'd care to work with them to make sure that blas and lapack and texinfo are backported compatibly from Fedora, they might welcome your efforts.
