You're absolutely right, Martin! When I was a police sergeant, my dispatchers knew that EVERY call for help got at least one officer dispatched to see if there was an emergency. We had our share of pranks, but not ONE call was ignored because it MIGHT be a prank! That dispatcher should have been suspended immediately, and shame on those who are trying to explain what she did. She should also be personally responsible for part of that suit. That department's training records will be combed, and if she was EVER taught to dispatch no matter what, she is responsible, and can be sued for acting outside the scope of her authority.

Where I live (DeKalb COunty, GA), the 911 system has an automatic callback response function. If you call for any reason, it calls you back two minutes after you hang up, and asks you to verify that you have an emergency while the responder/s asked for are en route. If it turns out to be a prank or a mistake, you're hit with a fifty-buck fine. And the fine doubles for each future infraction, regardless of time between incidents.
