Importing sklearn from it's directory it's perfectly legitimate and I
find it convenient, it allows to import sklearn without installing or
modifying the PYTHONPATH. I consider the scipy's behaviour to be quite
annoying.

I wouldn't mind too much to raise something if sklearn.test() is run
from the build directory, although it is documented in the README,
Testing section. Also, running sklearn.test() used to work as long as
you don't have multiple versions of sklearn installed, and that was
quite convenient for testing on systems on which nosetest fails
(windows).
