I spent a bunch of time re-tagging the questions about scikit-learn on
stackoverflow so that the new scikit-learn tag will be used by news
user in a more consistent way:

If you would like to support our users by answering their questions on
a regular basis, please feel free to subscribe to that tag (hover on
the tag element in the page to see the "subscribe" link): you will
then receive email notifications for new questions.

I find stackoverflow a good way to answer questions and they are very
well indexed in search engine (much better than the mailing list
archives for instance) and the vote system makes it easy to find the
most useful answers / comments. At some point we will also be able to
use https://api.stackexchange.com/docs to extract information on the
most redundant pain points of the scikit-learn project and focus
documentation and API improvements on those.

Also, don't forget that stackoverflow is dedicated to **programming**
questions. For general machine learning questions (not specific to the
scikit-learn implementation for instance) it is probably better to use
another venue such as:

 - http://www.quora.com/Machine-Learning

BTW, thanks to Lars who is doing an impressive work at answering
questions on SO.
