+1 as well: especially with build systems like conda and wheels becoming
more widespread, I don't think we need to support 3+ year-old packages.

Is there a reason not to bump Scipy up to 0.10?  It was released in
November 2011, and it would allow us to remove a fair amount of upstream
code from sklearn.
