There has been no response on copyright clearance for the
`PennState/commons-jaxrs`
bits, I'm going to move forward with keeping the Penn State copyright per
https://www.apache.org/legal/src-headers.html#3party

https://github.com/apache/directory-scimple/pull/44

I've kept these classes in a separate module for now, but they could
probably get moved to `scim-common` in the future.

If the copyright gets cleared in the future, or if we find proof this
happened already we can just update these files, and link to the
relevant email thread.
