Summary: Additional event for context click

Current behaviour is:
SCI_USEPOPUP(bool bEnablePopup)
Clicking the wrong button on the mouse pops up a
short default editing menu. This may be turned off
with SCI_USEPOPUP(0). If you turn it off, context
menu commands (in Windows, WM_CONTEXTMENU) will not
be handled by Scintilla, so the parent of the
Scintilla window will have the opportunity to handle
the message.

Requested changed is for SCI_USEPOPUP(1) to behave
exactly as it does now, but for and new event to be
generated 'SCN_CONTEXTCLICK 2022' to be generated for
a context click (in Windows, WM_CONTEXTMENU) when
SCI_USEPOPUP(0) is used.

I have implemented this for myself in 1.67. Nice if
it was there for future releases without having to
edit and rebuild. Code changes available on request.
