Summary: Minor makefile lexer issues & patch

Initial Comment:
The makefile lexer didn't seem to handle the := operator, treating every line
that contained a : as a target. So, lines like

var1 = spam
var2 := eggs

wouldn't be styled the same. Var1 would be marked as a variable and var2 would
be a target when both should be marked as variables.

Also, any line that starts with a tab character is a shell command and any = or
: characters which appear in those lines apply to the command, so they
shouldn't be styled as variables or targets.

Patch included against 1.72.
