GSM specifications are available on the internet, from ETSI www.etsi.org.
You have to register, and the specs can then be downloaded free of charge.

To search for GSM documents, use www.etsi.org/key, and the ETSI publications
catalogue is at http://webapp.etsi.org/pda/. But the search engines require
you to know exactly what document or class of documents you want - "GSM
11.11" for specs related to 5Volt cards works, but "11-11" doesn't, and nor
does "5V AND cards".

Or you can email them from the web site for help.
