Indeed the packages were badly tagged. Sorry for this. I just fix the tag, so the proper package should appears soon (don't know if the bad can be removed) Please notice that according to RHSCL life cycle https://access.redhat.com/support/policy/updates/rhscl/ the rh-php70 collection have reached its EOL and will not received any update.
