Hi Nicolas, the llvm-toolset-7.0 is being built for ppc64le, and you should be able to consume the resulting RPMs from the testing repository (`centos-sclo-rh-testing`).
The CentOS infrastructure is currently undergoing changes in the process of synchronizing packages from the build system to repositories, so I cannot give you a definite date when the RPMs will reach the stable repositories – but it will hopefully not take long.
