I took a closer look, and it appears that some of the packages aren't available. micropipenv, jwhois, and flatpak-spawn are available neither in RHEL nor in EPEL. fpaste is available only in EPEL. words, vte-profile, tree, traceroute, tcpdump, mtr, mlocate, man-pages, keyutils, and bash-completion are available only in RHEL and not in UBI. For these, you could open a request to have them added to UBI, but generally they want very good justification before adding any package to UBI.
