[scm-migration-dev] Hack in the way of using tools for other distributions

onnv-gk-tools/hook/notify.py :

     # XXX temporary hack till we get separate ARC web page hook.
     m.msg["Bcc"] = "onnv-flagdays at onnv.eng"

This makes the basic assumption that we want all distributions
to send email to onnv-flagdays. I normally comment it out to
avoid email from the gatekeepers.

Is there a way to either have this as a configuration option back
in etc/config.py?
