When following the instructions here:
http://www.openejb.org/OpenEJB+per+Tomcat+installation
a user would run into an error when starting up OpenEJB due to Tomcat trying to
load a .jar onto it's classpath that didn't exist. This was being caused by
the OpenEJB ConfigurationFactory generating an invalid url to the jar.
