Kristis, I realized the Subversion.pm file I modified was probably the template. I reran the scmbug_install_glue to copy the scmbug templates files to my test repository. There was no change in the symptoms (empty log file, TortoiseSVN hangs on commit with large log message).

My gut feeling is that either you have a slow machine and it takes a while for Scmbug to run 'svnlook' to see what changed in history.
