If the documentation says that, that's an error in the documentation.
Could you point me to the relevant section? For example, section 8.2.5.1
says that it is not required that Scmbug is on the same server as

The scmbug-glue needs to be installed on the same server as the
repository, so that the glue can be installed. But that Scmbug daemon
does not need to be installed on the same server as the repository.

This is in fact common practice. I personally have multiple Subversion
and CVS repositories interfacing with one instance of Bugzilla. Each
repository is configured for integration with different Products within
Bugzilla.

The Scmbug daemon uses the Bugzilla libraries to connect to Bugzilla.
It's possible to install a copy of the Bugzilla source code on the same
machine as the Scmbug daemon, and configure Scmbug to talk to a Bugzilla
instance in a different machine. If you do that, make sure you properly
install Bugzilla (even if it will be unused) on the same machine as the
Scmbug daemon. In particular, make sure you run
Bugzilla's ./checksetup.pl.

But the common scenario is to install Scmbug on the same machine as
Bugzilla.
