You are right, this feature does not always work as expected. I
participated in testing it, but perhaps I missed something.

The relevant bugs are:

The person that understand this best is Doug, who implemented this
feature. bug 265 contains considerable discussion on leveraging the CVS
hooks to implement this.

I would love to see this fixed.
