I did some testing a few months ago with bugzilla 4.0rc1 and I uploaded some patches here in scmbug-users mailing list which resolve the compatibility issues (at least for me). Things also seem to work fine after upgrading Bugzilla to 4.0 final (with the same patched scmbug).
