I think that they were put in the trunk at the factory.  My only point in
all
this is that they are not standard and therefore not the responsibility of
the
dealer.  Why they are there, no one seems to know.  But Ford does not list
them for the '99's.  SVT, Customer Service, my buddy in Detroit...none of
them can find the line item that says "wheel locks: standard".

Hey, it's a mystery :).  Gotta love a mystery.  Anyone know someone actually
on the line or part of the production management team?
