For SCons 3.0 we really ought to have clang and clang++ tools as standard out of the box with no hacking needed. As I understand it, Clang follows GCC command line options, though I guess there are variations. So as a first stab, I'll create clang.py and clang++.py by copying and amending gcc.py and g++.py.
