Here's the version the San Francisco Scottish Fiddlers play, but I don't know if it's the most common version or not. The quarter notes in the "B" part should be ornamented with rolls, triplets or whatever works on your instrument (someone here also suggested crans). It is contemporary, written by Davey Arthur. Davey was born in Ireland, grew up in Scotland and later returned to Ireland, so I'm not sure if this answers your last question or not! It's popular in both traditions so maybe calling it "Celtic" is the best solution!
