Don't bootable OS's have to be under the 4 (or is that 8) Gb limit?

Should DOS partitions be placed at the start of hard disks?
I dual boot between win98/linux and win98 is on the primary master ide disk.
I had Linux running on the 2ndry slave. I replaced the slave disk running
Linux and installed mandrake 8. I partitioned a disk and added a 5Gb win98
FAT32 partition at the end of the disk. When I boot to windows and run fdisk
I cannot add the this 5Gb partition as a drive under windows. fdisk can see
that there is a spare unallocated 5Gb partition at the end of the disk but
tries to verify/add the Linux partition.

Do I have to start again and create the win98 FAT32 partition at the start
of the disk or is there a way to add this 5Gb to win98?
