I flew Easyjet to London and back in December and they insisted on photoid. They accepted my work id with ill-grace. I had a similar problem, though I'm not sure why, when buying some Danish Kroner last year, they wanted my ID to back up my Switch Card.
There's another motive here for the airlines though. By using the excuse of September 11th they can insist on tickets being used by the person whose name was used at the time of purchase. This is to try and stop people who block book cheap tickets and resell them.
However my basic point still stands, it's very easy to be around the place and not have photo-id. It's even possible to still be using a bank passbook instead of a bank card as was the case until 2000 with my late father-in-law.
