If you're hitting a kernel limit, you can change this by setting
/proc/sys/fs/file-max.  You can check if you're hitting the kernel limit
by:

  cat /proc/sys/fs/file-nr

That'll show you 3 numbers.  First is number of allocated file handles,
second is number used, third is maximum number.  If the first two
numbers aren't approaching the third then you're probably not hitting a
kernel limit, but are hitting a process (set in libc) limit.
