I've used both dyndns.org and eyep.net in the past. dyndns.org were OK but had a tendency to vanish from the net for hours at a time. eyep.net I found to be very reliable (used them for maybe a year) and very easy to update when the IP address changes. But I've not used either for a couple of years so I don't know how they are now.
