This is probably not the final fix for this - but, these changes allow the
build to succeed and create:
~/.m2/repository/org/apache/ws/scout/scout/0.7rc3/scout-0.7rc3.jar
~/.m2/repository/org/apache/ws/scout/scout/0.7rc3/scout-0.7rc3.pom
