The parentheses are in the wrong place in ScoutUddiJaxrHelper.getOrganization
so that users get added for each telephone number rather than each user being
added once. IN particular users without phone numbers aren't added at all,
resulting in no primary contact for the organization.
Along with fixing some tck issues this appears to make the 3 tests annotated
@ignore pass.
