One of the changes in the 1.0 - 1.1 timeframe in the scout top-level pom.xml
was that we're excluding a number of axis dependencies (axis-jaxrpc, axis-saaj,
axis-wsdl4j, commons-discovery). When you try to run the tests over
axis-transport, scout cannot find the axis XMLUtils class.
