It seems that you're building bjam for the ARM target. You should build
it using the host-gcc (HOST target) and install it under /host_usr so
that it can be used like a "Scratchbox host tool".
I've created a simple Boost devkit that contains bjam; you can try that
instead of building it yourself. The binary package can be found at:
http://scratchbox.org/~tsavola/ (scratchbox-devkit-boost*)
The sources can be checked out using:
darcs get http://scratchbox.org/~tsavola/repos/boost-devkit
