I think you are missing the target rootfs libraries. Scratchbox2 requires the arm libraries to complete the compilation, so you have to install on your host machine a target rootfs. Typically you have to install the same rootfs you want use on the target machine. Many embedded distributions release already packaged rootfs filesystem. After you have a working target rootfs, enter the directory where the rootfs is installed and then run the sb2-init command.
