Details:
Passing --sysconfdir=/etc to configure should change the path of screenrc from
/usr/etc to /etc, but this does not happen. The problem is that Makefile has
$(prefix)/etc/screenrc instead of $(sysconfdir)/screenrc, which defaults to
that but can be changed via --sysconfdir
