Unfortunately, you have benignly described ${...@}
When you double the '#', it means "be greedy" (longest match), so:
${...@} is for "the first argument, without leading characters up-to (and
including) the first '@'".
${1...@} is for "the first argument, without leading characters up-to (and
including) the last '@'".
