Public bug reported:

It seems having screenlets locked makes them more stable, and in
position after a reboot..etc.

How about having them autolock after they are dropped and aren't moved
for a second or two?  Then to unlock it, the person clicks on it and
holds the mouse down for a second or two - the border of the screenlet
gives a little sparkle, and the user knows it is movable.
