This doesn't occur when I install Scribus from source. I haven't been using "official" package lately, since it tended to be fairly out-of-date. But I suspect the missing plugins problem is really a packaging fault. AFAICT in creating binary packages, the Debian build system does a "dummy" install into (a relative directory like) ./debian/tmp and then zips that up. Scribus might be looking for its plugins in the packager's ./debian/tmp, or else the plugins failed to install in ./debian/tmp and thus were never packaged in the first place. A command like "dpkg --contents scribus*.deb | grep charselect" should check if the latter is the case.
