[Scribus] Updated API Docs

Hi Paul and Franz, 

For would be Scribus hacking, I've tarballed the API docs and loaded
them on www.scribus.org.uk They are in the docs directory and linked
from the development page.

Franz, Can you load this to the other mirrors ?
