Well, we haven't officially looked into it ;-p Unofficially (and in one of my free 10 minutes I sometimes find hiding in my filing cabinet disguised as more work!), I did compile Scribus 1.1.5 against Qt 4 beta and the capabilities at that time did improve the look, feel and performance, but not by very much. I've not compiled Scribus against a newer version of the beta release yet, but having seen the bug reports rolling in and the fixes being made, I'm expecting *big* things.
