Err..we do.. ie.. Scribus with no language option or "en" set is en-US and en_GB provides the British version. en-US will be handled by default. Scribus searches: LC_ALL LC_MESSAGES LANG Qt locale and the option command line option. 1.3 has a Preference for this as well.
