It strikes me as ideal to be able to ship Scribus with a "core plugin" set eventually - plugins that are good quality, well tested, and portable. Especially when it comes to upgrading from an older version of Scribus, having a set of common and quality plugins packaged with the app strikes me as a major advantage as it means one doesn't have to go and hunt out new versions of all the installed plugins.
