No. Each PDF/X-x standard is separately defined. The basic PDF 1.3 export options for "Printer" in Scribus 1.2.x and 1.3.x provide the major ingredients for PDF/X-1a:2003 All images and colors in CMYK No ICC color profiles in the images All fonts fully embedded No transparency or partial transparency. I have filed: http://bugs.scribus.net/view.php?id=2264 and will add this to the 1.3.x roadmap.
