The new format will be.. but the current 1.3 format is a hack to get in the storage we need for now based on the 1.2 format until the new format comes in. It will remain so until we get a view of where the new format is going. Right now most of the time is going into adding in the new features we wanted for 1.3.0 and cleaning code.
