The story editor is a Qt widget and can use any font available to your system (ie, quality for display or perhaps better), whereas the canvas can use any available to Scribus as per the Available fonts window in Preferences (ie hopefully DTP quality). Scribus 1.2.1 can and does quite happily display any latin1 character on the canvas so it would seem that the font you are using for the canvas is not supporting those characters. The best idea is to submit a bug on bugs.scribus.net and in the bug tell us what font you are using, and supply the text file and Scribus file.
