I'm in the US and occasionally have the reverse problem, although I don't use Scribus much yet, so I'm not sure how to handle it in Scribus. But the basic idea is just to bear in mind that A4 is a shade narrower and a shade taller than US letter, therefore just make sure the text frame will be small enough to look OK on either sheet. In other words, set your left-right margins using A4 and your top-bottom margins to fit US letter. Once I do that, when I go to print I just specify "centered" in the print dialog box.
