Pat, Word processors and Scribus are different, and if different software can achieve results that are identical in some aspects (here, text management), you cannot expect Scribus to do things exactly like you do on a word processor, down to the same clicks, with the same management of data.
Re your first question: working as designed. Your title is supposed to be in a text frame of its own. Re your second question, separate flowing text frames are the right way to use Scribus.
