i use a different version (scribus 1.3.3.1.), so i am not sure how useful this
is, but i was looking around for making page numbers work for a while myself
and finally found that the keyboard shortcut that worked (i.e. the one that
"came with the program") was ctrl+Alt+shift+P - quite a combination but i stuck
with it.
if this doesn't work, going in and changing your keyboard shortcut to something
compatible with your keyboard seems like the way to go.
