I'm not 100% sure on this one but when exporting to PDF you could select all your fonts to be subsetted. I'm not sure if there's a proper subsetting applied to any font type in Scribus atm but it currently converts texts to outlines instead (unless this is a generally accepted way of subsetting, feels more like a hack to me). Please someone correct me if I'm wrong here. Anyway somehow I feel it would be better to have a third listbox in the font page of PDF export dialog for outlining and only allow fonts that can be properly subsetted to be appended to the subset listbox.
