I see. I suppose, Scribus doesn't support this kind of printing yet. As a workaround you could do the following: 1) create your logo with fill and lines. 2) create a new layer, select your logo and copy it into the new layer. 3) remove all fill colors from the first layer and remove all lines from the second layer. Then you can select whether to print outlines and/or fill color by toggling the "print" checkbox in the layers dialog before printing. Hope that helps, Tino.
