[Scribus] PAGEOBJECT not within PAGE elements in .sla ??

Within a
<SCRIBUSUTF8NEW Version="1.3.3.2">

I get PAGEs and PAGEOBJECTs where the PAGEOBJECTs are not nested w/in  
a page.

Eg.
<PAGE .... />
<PAGE ... />

<PAGEOBJECT ... />
<PAGEOBJECT ... />


How do these relate ?

I would expect

<PAGE ...>
        <PAGEOBJECT .../>
</PAGE>

<PAGE ...>
        <PAGEOBJECT .../>
</PAGE>
