Just to be a bit more explicit here, you can import an image in an image frame and then enlarge the image withing the frame or reduce it. You can position precisely this image within the frame too. For these tasks, you only need to right-click on the image and get the Properties Palette (Image tab). You can also move the image around within the frame using the Content tool (hand with cursor). There are quite a few other things you can do to the image, all within Scribus.
