I use ghostscript or ps2pdf to make pdfs. With ghostscript, for example: gs -q -dNOPAUSE -dBATCH -dSAFER -dDITHERPPI=150 -sOutputFile=pdffilename.pdf-r2450 -sDEVICE=pdfwrite -c .setpdfwrite -f postscriptfilename.ps
Where -dDITHERPPI sets the frequency, and -r sets the resolution.
