I'm not an expert, so wait from the Scribus guys on this : In Scribus, PDFs can only be imported as images / pictures. The fonts in your PDF will be converted as pictures. And you'll get mostly bad results. I had to do once something a bit similar as what you want to do. It took me a good deal of time: In the PDFs, I selected the text and put it in Scribus text frames. I then took care of the 'pictures'. Basically, I had to recreate the PDFs pages into Scribus pages.
